State Still, there has not been an influx of federal court coverage on television, mainly because civil cases typically are considered boring and technical. TV coverage would liven up with access to criminal cases. The Judicial Conference only recently began studying whether to extend the privilege to the criminal docket. Some judges still oppose camera coverage, believing it makes witnesses nervous, unfairly spotlights a defendant or turns a courtroom into a circus tent.

Judge Paul Gadola declined the one media request he's had during the project. "Witnesses are under enough pressure and tension, especially in a high-profile case," said Gadola, who presided over the highly publicized criminal trial of former Detroit Police Chief William Hart. "Many times they are extremely reluctant to testify anyway. If they know that television cameras are trained on them, it's going to create a much more difficult situation." Restrictions on the coverage allowed in federal court includes a prohibition on the filming of jurors. Judge Cohn said he believes television coverage provides the viewing public with a more truthful picture than getting it secondhand from a reporter.

"I don't see why people should have to rely on memory or sketch artists." COURTS, from Page IB federal courts, has been monitoring the project, which expires at the end of the year. The center's recommendation to expand camera access is being considered by a committee of the Judicial Conference, the administrative body of the federal courts. If that committee concurs, a full vote of the conference would be held in September. "It is a powerful instrument for education," said federal Judge John Feikens, who chairs a panel that administered the project in Detroit. "It's an opportunity to tell people how justice is administered.

It's an attempt to teach the public what we do." Feikens said his hope is that local community access stations eventually will show whole trials, which would be more educational and less misleading than the snippets of video aired on the nightly news. Camera access to most state courts has been allowed for many years, but federal courts have experimented with it only recently. State courts in Michigan began allowing camera coverage in 1987. Under the project started three years ago, federal judges must approve media requests case-by-case. Of 77 requests over the three years in Detroit, 46 were approved.

Visitation Sunday 2-4 Woman paid respects at Hamtramck funerals Kathryn Leyman wanted no one to leave Hamtramck without proper honors. "She went to practically every funeral in the community. She wanted everybody to have at least one person at their funeral," said Kathryn Manoo-gan, her grandniece. Mrs. Leyman, 74, died of cancer Friday at Holy Cross Hospital, Detroit.

She was active in dozens of Hamtramck community organizations, and years ago she regularly ran unsuccessfully for the City Council, her grand-niece said. Mrs. Leyman, born Kathryn Schipp, tried to lift others' burdens, Manoogan said. "She was the funniest person. She was always telling jokes.

At the nursing homes she visited, she was always trying to get people to laugh, to take their mind off their troubles," Manoogan said. Mrs. Leyman didn't even want to burden her family with her illness. She told her husband, Stanley, that she had gallstones until about four weeks ago, said Manoogan, who was named for Mrs. Leyman.

She was active in the Hamtramck Polka Boosters, the Hamtramck Polish Goodfellows, the Hamtramck Homeowners Association, the Polish Worn-ens Alliance Group 384, the Polish National Alliance 122 and the Blue and Gold Star Mothers Chapter 95. She was active in Our Lady Queen of Apostles Church. Besides her husband of 54 years, she is survived by a brother and three sisters. Visitation is scheduled for noon-9 p.m. today at John J.
